The president of the American Medical Association today urged President Barack Obama to include medical liability reform and improve payments to doctors from Medicare in any health care reform plan to cover the more than 46 million uninsured Americans.

Among the key issues the AMA wants addressed, AMA president Dr. Nancy Nielsen told the group's 543-member policy-making House of Delegates today, is a fix to a Medicare payment system that has cut doctor fees. In addition, Nielsen said medical liability reform should include caps on non-economic damages and should allow doctors to abide by the emerging trend of quality measures that pay physicians based on performance.

Obama will address the AMA delegates Monday amid the group's annual meeting that is designed to set policy for the Chicago-based national doctors group as it works with the White House and Congress on health care reform.
"Let's fight this battle to completion," Nielsen said at the Hyatt Regency Chicago. "No more short term fixes. No more waiting. No more promises."

The AMA has been unsuccessful in the past at convincing Congress for the need to restore cuts in payments from the Medicare health insurance program for the elderly doctors say does not cover the rising costs of operating their practices.

Nielsen said that doctors, too, need to be flexible and be prepared to take risks in the coming health care reform debate.

"Change is always difficult and carries risks," Nielsen said. "Not changing also carries risks."

OBAMA'S HEALTH PLAN: CUT $313B, STAT!

President Obama today outlined a $313 billion cost-cutting plan to slash the government's exploding health-care expenses by lowering reimbursements to hospitals and payments to pharmaceutical companies.

In his weekly YouTube and radio address, the president said the reductions will come over a 10-year period as his administration helps more uninsured Americans obtain coverage and the government negotiates better prices on prescription drugs.

"For too long, we have stood by while our health-care system has frayed at the seams," he said. "While there has been excuse after excuse to delay reform, the price of care has gone up for individuals, for business and for the government."

Obama has vowed to make health care a top priority in his administration, and he has previously detailed $635 billion in health-care cuts in his 2010 budget and nearly $1 trillion in savings over the next decade.

The newest cuts include $216 billion from lowering payments to hospitals that treat the uninsured, and decreasing Medicare payments to reflect productivity improvements that have reduced health-care provider costs.

Obama also plans to save $75 billion by working with the pharmaceutical industry to lower reimbursements for Medicare and Medicaid recipients.

This water, they believe, can cure everything from high fever, cough and cold to even diseases like cholera, Chickenpox and other skin diseases.

The islanders have so much faith in the properties of this water that they often bring their ailing children to the well before taking them to a doctor. The well is believed to have cured people in the past.

"When our children get sick we have a belief that by bringing them to this place and giving them a bath for three to seven days removes all types of diseases. We have full faith in this mosque and its water," said Rabada Begum, a resident.

Ujra mosque, famed for its medicinal and curative water well is also the most beautiful mosque in Kavaratti Island. It is one of the fifty two mosques spread over the small pristine island.

The mosque has an ornately ceiling said to have been carved from a piece of driftwood. The patterns are intricate, picked out in harmonious shades of pale green and dark red.

Lakshadweep comprising 12 atolls, three reefs and five submerged banks is the smallest Union Territory. It is located about 250 kilometres west off the Kerala coast.

There are 36 tiny islands on these sub-marine banks, with a total area of just about 32 sq. kilometres with a predominantly Muslim population of over 75,000.

Their total land area is 11 sq mi or 32 km².Ten of the islands are inhabited. Lakshadweep is the northern part of the erstwhile Lakshadweepa.

Vicks VapoRub can harm children under 2

CHICAGO (Reuters) – Vicks VapoRub, a common cold remedy, can cause respiratory distress in children under 2 when inappropriately applied directly under the nose, U.S. researchers said on Tuesday.

They said using the Procter & Gamble Co product in this way can cause a young child's tiny airways to swell and fill with mucus, triggering severe breathing problems.

"The only problem we've seen is in a small child when it has been put under the nose," Dr. Bruce Rubin of Wake Forest University School of Medicine in North Carolina, said in a telephone interview.

Rubin said the ingredients in Vicks can be irritants, causing the body to produce more mucus to protect the airway. And since infants and young children have airways that are much narrower than those of an adult, any increase in mucus or swelling can narrow them severely.

"The company is really clear it should never go under the nose or in the nose for anybody and it shouldn't be used in children under 2," said Rubin, whose study appears in the journal Chest.

While the researchers only tested the Vicks product, Rubin said similar products, including generic versions, could cause the same negative effects in infants and toddlers.

Rubin and his colleagues began looking at use of the medication after treating an 18-month-old girl who developed respiratory distress after the salve was put under her nose.

They studied ferrets, which have an airway anatomy similar to humans. In the animals with a chest infection, the product increased mucus secretion and decreased the animal's ability to clear mucus.

"We were able to document changes that we think explain this," Rubin said.

David Bernens, a spokesman for P&G, said the finding came as a surprise. "Vicks VapoRub has been proven safe and effective through multiple clinical trials. It has been in the market for over 100 years," Bernens said, noting that the label says the product should not be used in children under age 2 without a doctor's advice, and not under the nose.

"We warn people not to do that," he said.

Since the initial episode, emergency doctors at the medical center have begun asking all parents of children in respiratory distress if they used the Vicks product in a similar way and they have seen two more cases, Rubin said.

"I recommend never putting Vicks in, or under, the nose of anybody -- adult or child," Rubin said in a statement, adding that he would never use it in a child under age 2.

Dr. James Mathers, president of the American College of Chest Physicians, said in a statement that parents should consult their doctor before giving any over-the-counter medication to infants and young children, particularly cough and cold medications, which can be harmful.
